Florida Environmental Due Diligence Experience

Environmental due diligence in Florida primarily involves transactional assessments that help inform real estate and lending decisions and may, depending on site conditions and project objectives, identify the need for separate regulatory compliance activities.

Phase I and Phase II Environmental Site Assessments (ESAs) are performed to support property transactions and, in some jurisdictions, proposed changes in site use. When warranted based on site findings, separate regulatory site assessment or rehabilitation work may include Site Assessment Reports (SARs), Soil Management Plans (SMPs), Interim Source Removal (ISR) actions, rehabilitation monitoring, and related activities generally conducted in accordance with Chapter 62-780, Florida Administrative Code.

NEF can assist clients, lenders, and developers in determining when work remains within the due diligence framework and when separate regulatory assessment or remediation under applicable compliance programs may be required.

Transaction-Focused Approach

NEF supports environmental due diligence associated with acquisitions, development projects, refinancing, collateralization, and estate-related transactions. Upon request, NEF coordinates with clients, lenders, and legal counsel to provide well-documented findings based on available information.

Investigation and Field Capabilities

NEF conducts and/or observes soil and groundwater assessment fieldwork throughout Florida, including:

  • Environmental sampling performed per applicable Florida Department of Environmental Protection (FDEP) Standard Operating Procedures
  • Soil borings
  • Monitoring well installation
  • Soil-vapor point installation
  • Geophysical investigations (including ground-penetrating radar [GPR])

Equipment and access methods are selected based on anticipated site conditions, including constrained urban sites and difficult-access locations. Laboratory analyses are performed by FDEP- and NELAP-certified laboratories.

Environmental Drilling Services

Environmental drilling services may be performed in-house by certified well drillers or by qualified subcontract drilling firms using a range of appropriate methods (e.g., hollow-stem auger, direct push, sonic, and other techniques as site conditions warrant). Limited or manual drilling and geophysical screening activities may be conducted in-house when appropriate. NEF maintains long-standing relationships with experienced drilling subcontractors to support timely mobilization when site access and utility clearance requirements are satisfied.

Storage Tank Closure and Regulatory Support

NEF provides tank removal oversight and closure documentation consistent with applicable regulatory requirements and assists clients, upon request, in understanding reporting obligations and potential follow-up actions associated with closure activities.

Experienced Florida-Based Staff

NEF’s technical staff includes professional engineers, project managers, environmental scientists, technicians, and licensed drilling personnel. Collectively, key staff members bring more than 100 years of combined relevant experience performing environmental assessment, investigation, and site rehabilitation activities throughout Florida.

NEF operates as a separate affiliated company alongside Nutting Engineers of Florida, Inc., a Florida engineering firm founded in 1967. This relationship allows projects to benefit from decades of Florida-specific engineering and technical experience when requested.

Commitment to Quality and Practical Solutions

NEF seeks practical, technically defensible solutions aligned with regulatory expectations. Clients include lenders and financial institutions, developers, property owners and investors, municipalities and public agencies, contractors, attorneys, real estate professionals, corporate and industrial clients, and parties involved in acquisition, refinancing, redevelopment, or asset management projects throughout Florida.

NEF strives to deliver responsive, high-quality environmental consulting services and welcomes the opportunity to assist with future projects.
